Ebook 33: Overview of GHS Development in Asia-Pacific in 2013
On the 17th of January 2014, Japan’s Ministry of Health, Labour and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI) and Ministry of Environment (MOE) jointly announced the draft amendments for the Enforcement Decree of Chemical Substances Control Law (hereinafter “Enforcement Decree”). The proposed amendments are now open for public comment until the 15th of February.
There are two main changes to be made on the Enforcement Decree:
1. Adding two categories of chemicals, namely endosulfan and hexabromocyclododecane as “Class I Specified Chemical Substances” under the CSCL (amending Article 1 of the Enforcement Decree).

2. Adding products containing the Class I Specified Chemical Substances that are prohibited for import (amending Article 7 of the Enforcement Decree). Below are the four types of product containing hexabromocyclododecane that are prohibited from import:
flame retardant treated fabric
treated compound additives for flame retardant treatment of fabric
foamed polystyrene particles
flame retarded curtain
The first amendment of the Enforcement Decree is expected to be implemented from the 1st of May 2014, and the effective date of the second amendment is preliminarily set to be the 1st of Oct 2014.
