On Feb 2, 2013, China MEP circulated the “12th Five-Year Plan on Environmental Risk Control of Chemicals” (hereinafter as the FYP). The FYP blueprints specific chemicals, industries and companies the government schedules to incorporate into a heightened prevention and control institution between 2011 and 2015. It also sets a goal to establish the ground base system of environmental risk control on chemicals and substantially improve the government’s capabilities for environmental risk control and chemical hazard assessment by 2015. 

Chemicals of heightened prevention and control

In view of the variety of environmental risk sources and the risk severity, 58 categories of chemicals of heighted prevention and control are identified as the prime target of environmental management in the FYP. These chemicals are divided into the following subgroups:

  • 1) 25 categories of chemicals with accumulative risks.

  • 2) 15 categories of chemicals with a high occurrence rate for environmental accidents.

  • 3) 30 categories of characteristic pollutants (including 12 categories of chemicals which also fall within the second subgroup).

Industries of heightened prevention and control 

In the FYP, in all seven major industries in relation to chemical production are listed with their sub-sectors for priority oversight and safety control. Marked with each respective code of industry, in light of the GB/T 4754-2011, “Industrial classification for national economic activities”, these industries are:

  • Petroleum refining, coking and nuclear fuel processing industry

  • Chemical materials and products manufacturing industry

  • Pharmaceutical manufacturing industry

  • Chemical fiber manufacturing industry

  • Nonferrous metal smelting and calendaring industry

  • Textile industry

  • Novel coal chemical industry

Areas of heightened prevention and control

A list of areas of heightened prevention and control is scheduled in 2013 by the MEP following nationwide investigations with regard to market access standard to the chemical industrial park, infrastructure construction of environmental risk prevention and control, and regulatory conditions inside the chemical industrial park, etc. According to the FYP, districts meeting the following conditions will take priority to undergo heightened chemical prevention and control measures:

Companies of heightened prevention and control

Defined in the FYP, companies of heightened prevention and control are those involved with the production, use, storage and discharge of hazardous chemicals that could pose a considerable known or potential risk to the environment. These companies, at both national and provincial levels, will also be identified by the MEP based on the following criteria.
