Summary

This Standard is applicable to dangerous goods that are packaged and transported in limited quantities.

The limited quantity refers to the maximum quantity per inner packaging or article for transporting dangerous goods as limited quantities.

Before it was formulated, there is not any such standard to guide the packaging of dangerous goods in limited quantities in China, so it is implemented to blend in with international standards to reduce unnecessary repeated tests, break the technical barrier and promote the export of dangerous goods.

It is noted that this technical content of this Standard is in correspondence with the UN Recommendations on the Transport of Dangerous Goods-Model Regulations Part 3: Dangerous Goods List, Special Provisions and Exceptions Chapter 3.2 Dangerous Goods List (Column 1 to 5 and Column 7a) and Chapter 3.4 Dangerous Goods Packed in Excepted Quantities.

This Standard stipulates 

  • structure of the List of Limited Quantities of Dangerous Goods,

  • limited quantities of dangerous goods

  •  packaging, documentation, marking,

  • exemption for dangerous goods transported in excepted quantities.

The Chapter 5, 6, 7.1 and 8 of this Standard are compulsory and the rest are recommendatory.

This Standard is proposed by the Ministry of Transport of the People’s Republic of China.

This Standard is under the jurisdiction of the National Technical Committee 251 on Dangerous

chemicals Management of Standardization Administration of China (SAC/TC 251).

The drafting units of this Standard are China Academy of Transportation Science, Shanghai Municipal Transport and Port Authority, Shanghai Research Institute of Chemical Industry and China Air Transport Association.
