The Notice on Issuing the Inventory of Severely Restricted Toxic Chemicals in China (2018) is hereby released in accordance with the Regulations on the Safety Administration of Dangerous Chemicals (No. 591 Decree of the State Council), the Environmental Management Measures for First Import of Chemicals and Import & Export of Toxic Chemicals (Environment Management [1994] No.140), the Stockholm Convention on Persistent Organic Pollutants and related amendments, the Minamata Convention on Mercury, the Convention on International Prior Informed Consent Procedure for Certain Trade Hazardous Chemicals and Pesticides in International Trade Rotterdam and the modifications of national tariffs, taxable items and customs codes of products.
This Notice will come into effect on Jan. 1, 2018, with the following announcements and notices abolished: Announcement No. 85 [2013] of the Ministry of Environmental Protection and the General Administration of Customs—Announcement on Issuing the List of Toxic Chemicals Strictly Restricted from Import and Export in China (2014), Announcement No. 86 [2016] of the Ministry of Environmental Protection and the General Administration of Customs—Announcement on Adding the Hexabromocyclododecane to the List of Toxic Chemicals Strictly Restricted from Import and Export in China (2014), Notice of the Ministry of Environmental Protection - Notice on Strengthening the Environmental Management and Registration for the Import and Export of Toxic Chemicals (Environmental Protection Office (2009) No.113) and Notice of the Ministry of Environmental Protection - Notice on Further Strengthening the Environmental Management of the Toxic Chemicals Imported by the Trade and Business Enterprises (Environmental Protection Office Letter (2010) No.1453).
