Market Review    
Production in the EU chemicals sector grew 1.2% from January to April 2018 compared to the same period of 2017, with output rising in some key chemicals sub-sectors such as cosmetics, paints and coatings, and man-made fibres (more than 2.4%, y-o-y). Specialties posted less significant output growth (1.5%, y-o-y). Basic inorganics however reported negative growth of 6.3% during the same period.

The net trade surplus was €12.6 bn during the three first months of 2018 (additional €838 million), the largest EU chemicals surplus occurring with rest of Europe. EU chemicals however registered a trade deficit with Japan, China, South Korea and India.

The REACH chemicals registration process is completed. The European Chemicals Agency (ECHA) is working on the open cases of the chemical substances registrations. This is an important step in terms of EU chemicals legislation implementation for all substances on the European market for volumes higher then 1 tonne per annum.

The third and last REACH deadline for registering substances manufactured or imported in quantities of 1 to 100 tonnes per year closed on 31 May 2018. This deadline concluded the 10 year REACH registration journey for existing (phase-in) chemicals on the EU/EEA market.

The submitted registrations cover 21 551 substances.

Now that the 10-year transitional period is over, any company manufacturing or importing a chemical in amounts of more than one tonne per year needs to have it registered under REACH before placing it on the EU/EEA market. Also, the companies that have completed their registrations need to keep the information up to date, to reflect, for example, the correct production volume, new uses, and the most recent safe use advice.
