Cambodia Chemical Management Legislation Stalled

The Ministry of Environment (MOE) of Cambodia has finished drafting the Legislation on Sound Chemicals Management. The draft regulation is being discussed and revised by relevant ministries.

In 2012, MOE began to draft the chemicals management regulation through the Quick Start Programme (QSP) of the Strategic Approach to International Chemicals Management (Saicm). The document is based on 4th edition of UN GHS and has 10 chapters covering aspects like classification, labelling, SDS, emergency response, declaration, registration and so on. It is expected that the legislation will impose strict regulatory requirements throughout the supply chain.

After discussion and revision by other ministries such as Ministry of Agriculture and Ministry of Health, the next step was to submit the draft to the National Assembly for approval. However, the political situation in Cambodia hasn’t been stable, so progress has been slow. The draft’s approval is waiting until the next official parliament meeting.
