Changes Made to China’s Solid Waste Pollution Prevention and Control Law

The new draft revision of the Law of the People's Republic of China on the Prevention and Control of Solid Waste Pollution was submitted to the NPC Standing Committee for review and is expected to be finalized and implemented later in 2019. In the draft, new requirements concerning domestic waste disposal and hazardous waste management are put forward including establishment of centralized waste treatment facilities, management of interprovincial waste transfer, mandatory use of hazardous waste accident insurance, improved management of solid waste and development of more stringent punishments.

On 25th June, the new draft revision of the Law on the Prevention and Control of Solid Waste Pollution was submitted to the National People’s Congress (NPC) Standing Committee for review for the first time. On 5th July, NPC released the full contents of the draft and sought feedback on the draft from the public.
