Charge to be Raised for New Chemical Substance Inquiry Service

Chemical Registration Center of the Ministry of Environmental Protection (CRC-MEP) has offered the inquiry service of new chemical substances for clients since October 15, 2003, when SEPA Order 17 (known as the old version of China New Chemical Substance Notification, now replaced by MEP Order 7 in 2010) was implemented. Considering the personnel cost including employment of experts in naming of chemical substances, CRC for the first time will raise the charge from 200 RMB per substance to 600 RMB per substance. The new charge standard will come into effect since January 1, 2013.

The charge is currently 200 RMB per substance if the inquiry result is a definite conclusion, either “the substance is a new chemical substance” or “the substance is not a new chemical substance”. The fee will be adjusted to 600 per substance since 2013. If the inquiry result is “cannot be ascertained”, the client need not to pay any money, as previously prescribed.

If the client has many substances to be inquired in a batch, the total expense can be paid to CRC-MEP one-off after notifying CRC  when submitting the inquiry entrustment. However, the expense should be paid off within 3 months instead of 6 months since January 1, 2013.
