ChemSec Publishes SIN List 2.1 along with REACH Updates, Greenpeace Provides Chinese Translations

The Substitute It Now (SIN) List version 2.1 was released by ChemSec on 12 Feb. This update is triggered by the new information emerging from the EU REACH registration in terms of production and use of chemicals in the EU.

249 Substances and substance groups have been added contributing to a total number of 626 entries in the SIN List version 2.1. The update extends the scope of the list with the collection of chemicals that:

  • were defined by Classification, Labelling and Packaging of Substances and Mixtures (CLP) as "Mixed hydrocarbon distillates"  (newly incorporated into SIN List version 2.1)

  • are Carcinogenic, Mutagenic or Toxic to Reproduction (CMRs) by CLP definition (1A & 1B) (newly incorporated into SIN List version 2.1)

  • are Substances of Very High Concern (SVHCs) by REACH identification

As the CLP is the EU enforced GHS implementation act, the adaptation of the CLP concerned substances into the SIN List signals the ChemSec’s orientation in eliminating boundaries and promoting the list globally.

Despite the expansion of the list itself, ChemSec has also made some efforts on establishing new features of the SIN List database. The most up-to-date hazard classification data, updated uses information, tonnage bands as well as the REACH registration status of the SIN List substances have been introduced.

This is the second big move about the SIN List in this year, with the first involving elaboration with Greenpeace East Asia to introduce the SIN List in Chinese on ChemSec’s website (ChemLinked news released on 16 Jan 2013). The Chinese sector of the SIN List program has been modified simultaneously by Greenpeace East Asia in response to the newest updates.
