The new draft strengthens the legislation on the pollutants emission permit. Compared with the Measures for Pollutant Discharge Permitting Administration (Trial) published in early 2018, the regulation:
Increases the management on solid waste
Increases the management on pollutant emission to sea area under Chinese jurisdiction
Improve the management on pollutant emission classification
