China Destroys CFC-11 Illegal Manufacturing Facility

On Oct 15th 2018, The Ministry of Ecology and Environment (MEE) of China publicized the discovery and closure of an illegal manufacturing plant producing CFC-11 in Henan Province. 3 suspects have been arrested and another 2 are still at large.

CFC-11, a.k.a. tri-chlorofluoromethane is included in the list of controlled ODSs (Ozone depleting substances) in China. According to a notice published in 2010, CFCs have been banned from manufacture and usage since Jan 1, 2010. However in this police activity, 29.9 tons of CFC-11 and 30 tons of carbon tetrachloride as the raw materials for CFC-11 were seized. According to the Regulation on the Administration of Ozone Depleting Substances published in Mar, 2010, manufacturing ODSs without the production quota permit will face a penalty of 1 million RMB.

According to authorities most of these illegal manufacturing facilities are disguised which is one of the major hurdles facing authorities in enforcing a ban on production. According to a report from one NGO, out of 21 companies that responded to their fake purchase inquiry, 18 companies from 10 different provinces were confirmed to be involved in illegal activities involving CFC-11. Given China’s increasingly stringent regulation of all chemicals it is unlikely to decrease supervision and inspection on ODSs and will continuse to ensure it upholds the Montreal agreement.
