China Environmental Protection: Three More Provinces Implement VOC Emission Charges

Fujian, Yunan and Jiangxi have followed national environmental protection trends and implemented VOC emission charge systems.

Air quality improvement is one of the most important targets of China’s environmental protection plan. As a significant contributor to atmospheric pollution, VOCs emission is now the target of increasingly stringent controls by central and local governments. Recently, 3 more provinces namely Jiangxi, Fujian and Yunnan implemented their own charging standards on VOCs emission. Now a total of 17 provinces and cities directly under central government have local charging standards.

The detailed charging policies of the 3 provinces are as follows:

Some features of the charging policies of these provinces are:

  • Jiangxi Province:

    • The emission amount of benzene, methylbenzene and xylene should be deducted from the total VOC emission amount if these pollutants are already charged separately.

    • The charge is doubled for enterprises that have emission concentration exceeds the limit, or total emission amount exceeds the limit.

    • The charge is tripled for enterprises that meet both of the above conditions.

    • The charge is doubled for production processes, equipment and products that are required to be phased out based on excessive pollution and environmental/safety risks.

    • The charge is halved for enterprises whose emission is below 50% of the emission limit.

  • Fujian Province:

    • The charge is doubled for enterprises that have an emission concentration that exceeds the limit, or total emission amount exceeds the limit. The charge is also doubled for production processes, equipment and products that are required to be phased out based on excessive pollution and environmental/safety risks.

    • The charge is tripled for enterprises that meet any 2 of the 3 above conditions.

    • The charge is quadrupled for enterprises that meet all 3 above conditions.

    • The charge is halved for enterprises whose emission is below 50% of the emission limit.

  • Yunnan Province:

    • The charge is doubled for enterprises that have an emission concentration that exceeds the limit, or total emission amount exceeds the limit.

    • The charge is tripled for enterprises that meet both above conditions.

    • The charge is doubled for production processes, equipment and products that are required to be phased out based on excessive pollution and environmental/safety risks.

    • The charge is halved for enterprises that have an emission amount below 50% of the emission limit.
