China to Implement Management Requirements on the Hazardous Substances and Recycling Rate of Automobiles from 2016

On June 1st, China Ministry of Industry and Information Technology (MIIT) published the Management Requirements on Hazardous Substances and the Recycling Rate of Automobiles, which was formed in a bid to protect the environment, improve resource utilization efficiency, and drive forward green manufacturing for the automobile industry.

In accordance with the Requirements, automobile manufacturers should shoulder the major responsibility of pollution control, including:

  1. Pollution control from the very beginning – to adopt eco-environmentally friendly designs, use non-toxic and non-hazardous materials, apply clean and efficient manufacturing technologies, etc.

  2. Pollution control throughout the whole supply chain – to promote building a green supply chain, manage the use of hazardous substances, ensure labeling of materials or other means of hazard communication, etc.

To facilitate automobile manufacturers in monitoring and analyzing hazardous substances usage and the recycling rate, upstream suppliers are obliged to deliver relevant information along with the car parts and materials.

From Jan 1st, 2016, the requirements will be implemented for passenger cars with no more than 9 seats (Type M1) under MIIT’s public notification scheme for vehicles and associated products.
