China to Implement National Standards on Self-monitor of Pollution Sources

​Chinese MEP carried out three national standards on enterprises’ self-monitor of pollutants emission.

Recently, Chinese Ministry of Environmental Protection (MEP) published 3 national standards regarding enterprises’ self-monitor of their pollution sources, namely Self-monitoring guidelines for pollution sources – General Guidelines (HJ 819-2017), Self-monitoring guidelines for pollution sources - Thermal power generation and boiler (HJ 820-2017), and Self-monitoring guidelines for pollution sources – Paper Industry (HJ 821-2017). These standards will go effective from June 1st 2017.

Self-monitor is one of the obligations of enterprises that the new Environmental Protection Law stipulated. However, Chinese government hasn’t promulgated technical guidelines for self-monitor before due to the complexity of the production techniques and the variety of the pollutants. So the authorities had to trust the enterprises to complete their duties consciously. But predictably, many enterprises took advantage of the loophole and got away from their obligations. As a result, MEP carried out the general technical guidelines for the self-monitor and detailed technical requirements for 2 priority industries.

Two most important parts in the guidelines are self-monitor program and information record/report. Compared with previous technical documents, the newly published guidelines specify detailed requirements on the self-monitor program, including monitor sites, monitor index, monitor frequency, sampling method and techniques, and analysis methods, etc. Also, pollution sources should compile annual reports that contain emission information and any changes in the self-monitor program.

The self-monitor program is required be included in the application of the pollutants emission permit and the implementation of the program will be on the checklist of authorities when they decide whether they should issue the permit.
