China to Launch Road Transport Safety Program Highlighting Dangerous Goods

On Feb 14th, the Chinese Ministry of Transport (MOT), Ministry of Public Security (MPS) and the State Administration of Work Safety (SAWS) jointly issued the 2015 work plan of a 3-year road transport safety program, the focal point of which is the transportation of dangerous goods, as well as long-distance passenger transportation and passenger transportation in rural areas.

The program emphasizes that transportation companies should strictly comply with relevant regulations, while also requiring manufacturers and traders of hazardous chemicals to cooperate. According to Article 87 of the Regulation on the Control over Safety of Hazardous Chemicals (State Council Decree 591), consigners may be subject to a fine between 100,000 ~ 200,000 RMB if they contract carriers without permits for road transportation of dangerous goods or disguise hazardous chemicals as general goods.
