China MOT: A Draft concerning Ports Major Hazard Installations

On 30 May 2012, according to Port Law of China and State Council Decree No. 591, China MOT issues an opinion- soliciting draft of  Measures on Safety Supervision and Management of Major Hazard Installations of Dangerous Goods at Port, in order to strengthen the safety management of major hazardous installations at ports, to prevent and reduce the accidents from dangerous chemicals and to guarantee the people’s life and property safety.

Ports Major hazard installations refers to the unit (including places and facilities) in which the quantity of hazardous chemicals stored at ports equals or exceeds the threshold quantity, identified according to Identification of major hazard installations for dangerous chemicals (GB18218).

The draft sets out detailed major hazard installations information concerning:

  • Identification and Evaluation

  • Registration and Record-keeping

  • Safety Administration

  • Supervision and Inspection

Public commentary is invited before 5 June 2012.
