China New Chemical Notification Statistics Updated

On 19 Apr 2018, China’s Ministry of Ecology and Environment (MEE) issued the third batch of China new chemical substance notifications (China NCSN, a.k.a China REACH) to be approved in 2018 for public consultation. In this batch, 18 new notifications are to be approved. In addition, MEE also consults on the modification details of 6 registration certificates previously approved. The details are accessible here. If no objections are submitted until 21 Apr 2018, certificates will be formally issued.

The first and second batch of regulation notifications issued for public consultation in February and early March respectively (see CL news here, and here) have been approved on 21 Mar 2018. No changes have been made compared to the proposal except that one notification (Admissible No. 17109) in the second batch hasn’t been approved.

In addition, two batches of simplified notifications (click here and here) have been approved in March. Most were notified through special case of simplified notification. The others were notified through general case of simplified notification, namely the new substance is manufactured/imported in quantities below 1 tonne per annum. The simplified notification statistics is usually updated every half a year. However, the authority will issue approved simplified notifications by batches from 2018.
