China Prohibits 116 Narcotic and Psychotropic Drugs for Non-Medical Use

The Measures on Listing and Control of Narcotic Drugs and Psychotropic Drugs for Non-Medical Use was jointly published by the Ministry of Public Security (MPS), China Food and Drug Administration (CFDA), National Health and Family Planning Commission (NHFPC) and National Narcotics Control Commission (NNCC) on Sep 24 and entered into force on Oct 1.

Along with the Measures was a catalog of 116 substances prohibited from production, trade, transport, use, storage and import/export. For example:

 Their salt forms, optical isomers and the salts of the optical isomers are also included.

The catalog will be adjusted by MPS, CFDA and NHFPC. When the medical use of a listed substance is discovered or developed, the substance in question will be moved to the Catalogue of Narcotic Drugs and Psychotropic Drugs.

Use of the listed substances for scientific research, experiment, and manufacture and testing of pharmaceuticals and medical devices should comply with relevant regulations, as well as the management of the listed substances generated during the manufacture of pharmaceuticals as intermediates.
