China Publishes the List of Toxic and Hazardous Air Pollutants

    On Jan 23, 2019, China MEE officially published the list of toxic and hazardous air pollutants (First Batch) (有毒有害大气污染物名录(第一批)) after a short consultation in Dec 2018. 

    The first batch in the draft list contains 11 air pollutants:

    4Tri-chloroethylene
    5Tetra-chloroethylene 
    6Acetaldehyde
    7Cadmium and its compounds 
    8Chromium and its compounds 
    9Mercury and its compounds
    10Arsenic and its compounds
    11Lead and its compounds

    Companies discharging pollutants must comply with the following obligations:

    According to Article 78, Air Pollution Prevention Law-

    • Establish environment risk early warning system
    • Regular monitoring on outlets and surroundings
    • Assessment on environment risk to check environment potential safety hazard
    • Improve technics to prevent environment risk

    According to Management measures on pollutants emission permit-

    • Implementing pollutants emission permit system
    • Supervision and original data record

    This is the first batch released since the implementation of the Air Pollution Prevention Law. The list will be dynamically updated based on the results of air pollutant risk assessment.
