On Nov 21st, China MOT releases JT/T 617 series on official website. JT/T 617, Regulations concerning road transportation of dangerous goods (危险货物道路运输规则), is the first integrated regulations for Road TDG in China. It will soon come into effect from Dec 1st, 2018.

As can be referred to ChemLinked previous news, JT/T 617 has 7 parts and uses ADR (the European Agreement concerning the International Carriage of Dangerous Goods by Road) as a reference to understand the international management on Road TDG. Framework comparison for JT/T 617 and ADR are detailed below:

    JT/T 617 (Click to download)ADR
    Part 1 General Provisions
    Part 2 Classification
Part 3 Index of Dangerous goods name and transportation requirement
Part 4 Provisions for the use of transport packagings
    Part 5 Consignment
Part 6 Provisions concerning the conditions of carriage, loading, unloading and handling
Part 7 Transport conditions and operational requirements

    Part 1     General provisions
    Part 2     Classification
Part 3     Dangerous goods list, special provisions and exemptions related to limited and excepted quantities
Part 4     Packing and tank provisions
    Part 5     Consignment procedures
Part 6     Requirements for the construction and testing of packages, intermediate bulk containers (IBCs), large packages and tanks
Part 7     Provisions concerning the conditions of carriage, loading, unloading and handling
Annex B: Provisions concerning transport equipment and transport operations
Part 8     Requirements for vehicle crews, equipment, operation and documentation
Part 9     Requirements concerning the construction and approval of vehicles

Considering the actual road transport condition in China, managements of several aspects differ from ADR:

    • Scope for small quantity exemption
    • Exemptions for LQ (limited quantity) and EQ (excepted quantity)
    • Adoption for some special rules
    • Transportation for radioactive substance (simplified)
    • Packages manufacture and testing requirements not adopted
    • Requirements concerning the construction and approval of vehicles not adopted
    • Document of carriage
    • Mixed loading requirements

Based on highly concerned topics, ChemLinked will further offer analysis articles on transport exemption under the new regulations, small packing transport of dangerous goods and compliant consignment. A series of webinars on JT/T 617 will be conducted in 2019, please stay tuned.
