In accordance with Notice No.20 of 2016 jointly issued by 7 Chinese authorities, from Mar 2, transport vehicles and containers from areas where local mosquito-borne transmission of Zika virus has been reported should have mosquito treatment certificate/proof, otherwise they must be treated upon arrival at ports. Transport vehicles, shipments, containers, luggage and parcels from the mentioned areas are all subject to strict quarantine inspection by entry-exit inspection and quarantine administrations before customs clearance.
The list of areas with local ZIka cases is published by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and updated in a timely manner according to WHO Zika situation reports. The latest list was published on Aug 22 which includes 57 countries and regions in Africa (2), America (45), Western Pacific Region (8) and Southeast Asia (2). USA has been listed since the Aug 5 release.
A valid mosquito treatment certificate/proof should be issued by competent authorities or professional mosquito control service providers of the exporting country and should at least include the following information written in Chinese or English:
Time and location of mosquito treatment, identification code of each container and the number of containers in total
Active ingredient of the biocide, dose, treatment method, effective duration (if fumigation is applied, indicate the temperature)
Signature and seal of the treating company/organization
Mosquito treatment at destination ports may cause 1 or 2 days’ delay. Refrigerated containers and containers carrying food, feed, precise Instruments, certain dangerous goods, etc. should be notified to the local inspection and quarantine administrations (CIQ) and the site inspectors if fumigation is likely to affect product quality.
