From July 1st, China started to implement the revised Catalogue of Dual-Use Items and Technologies Subject to Import/Export Licensing. The 2014 version was repealed at the same time.
Dual-use items refer to drug precursors and items which are applicable to both civil uses and military uses, including nuclear, biological and chemical materials. The import/export of any listed item or technology requires the specific license no matter whether the corresponding HS code is give in the mentioned Catalogue.
The Catalogue includes:
I. Dual-Use Items and Technologies subject to Import Licensing
Monitored chemicals under the Regulation on the Control over Monitored Chemicals (*chemical weapons and their precursors and raw chemical materials)
Drug precursors
Radionuclides
II. Dual-Use Items and Technologies subject to Export Licensing
Items and technologies subject to nuclear export control
Dual-use nuclear items and technologies
Dual-use biological items and related equipment and technologies subject to export control
Monitored chemicals under the Regulation on the Control over Monitored Chemicals
Other chemicals and related equipment and technologies subject to export control
Missiles and related items and technologies subject to export control
