China’s MEP Passes Measures for Pollutants Emission Management (Trail)

On November 6th, China’s MEP published Measures for Pollutants Emission Management (trail) in the conference of department affairs. The details of the measures will be released later. 
 
It is stated in the conference that the future improvement on the Measures will focus on the following aspects: determine accurate emission standards on the basis of national and local standards; pollutants emission permits are mainly issued and verified by provincial and municipal governments; enterprises that are not qualified for pollutant emission permits application will also be included in the scope of supervision, and will be informed of improvement requirements and deadlines.
 
China has initially set up a fine system of laws and regulations in pollutants emission management. In 2016, China published the Implementation Program of Pollutants Emission Permit System (2016) to reinforce the pollutants emission permit system. The Implementation Program requires all stationary pollution sources to obtain the emission permit by 2020. On June 2017, the emission permits of the national thermal power and paper industry have been issued on time. Now all the information about application, verification, and supervision of the emission permit is available in an online information system. Enterprises can apply for the emission permit online.
 
The system of emission permits is the core regulation that covers all stationary sources of pollutants. The scope of its supervision includes:
1. Work units that discharge of industrial waste gas, or poisonous and harmful air pollutants in the lists of national regulations.  
2. Coal-burning work units with central heating facilities.
3. Work units that discharge directly or indirectly of industrial wastewater and medical wastewater.
4. Work units with urban wastewater treatment facilities.
5. Industrialized livestock and poultry farms with sewage outlet.
6. Other units under the supervision of the system of emission permits.
