China’s State Council to List Five Chemicals in the Catalogue and Classification of Precursor Chemicals

On December 5th 2017, China’s State Council consented to the addition of five chemicals to the Catalogue and Classification of Precursor Chemicals, the appendix of Regulation on the Administration of Precursor Chemicals (Decree No.445). The five new chemicals are as follows:

Regulation on the Administration of Precursor Chemicals came into force on November 1st 2005. Since then, its appendix catalogue has been revised and expanded few times. Manufacturers and enterprises should be aware that the catalogue is subject to continuous renewal, and stay current with the trends.

Under this regulation, China implements classified management and licensing system for the production, operation, purchase, transport, import and export of precursor chemicals. On the package and instructions of a precursor chemical product, there should be indications of product name (including scientific names and generic names), chemical molecular formula and its chemical components. Enterprises who manufacture, manage, purchase, transport, import and export of precursor chemicals should report their activities in the past year to the administrative departments and the public security organs that they have been registered with before March 31th each year. Enterprises who import, export, transit and transship precursor chemicals have to submit an accurate declaration to the China customs, along with an import or export permit.
