On 12 Jun, Japan notified the WTO that the Enforcement Order of Industrial Safety and Health Law (ISHL) and related ordinances are to be partially amended to introduce exposure control measures for 1,2-Dichloropropane to prevent health impairment on workers.
Business operators providing washing or wiping service using 1,2-Dichloropropane or its preparations are obliged to take certain safety protection measures, such as installation of local exhausters or push-pull type ventilators and measurement of working environment.
Suppliers need to label the following information of 1,2-Dichloropropane or preparations containing it on the container or the package according to paragraph 1 of the Article 57 of ISHL:
Name;
Ingredients;
Effects on the human body;
Precautions for storage or handling; etc.
This measures are introduced in response to the risk assessment result of 1,2-Dichloropropane released by MHLW on May 31, which shows it poses high risk to workers doing washing and wiping (see Chemlinked news on 13 Jun).
