Japan to Launch CSCL Low Volume New Chemical Confirmation for FY2016

From Mar 1 to Mar 10, 2016, Japan METI will accept applications of manufacturers and/or importers of new chemical substances up to 10 MT in 2016 fiscal year (Apr 1, 2016 ~ Mar 31, 2017).

According to Japan’s Chemical Substance Control Law (CSCL), new chemical substances below specified quantities can avail of exemptions to new chemical notification, namely “small quantity exemption” for substances not exceeding 1 MT/yr and “low volume exemption” for substances not exceeding 10 MT/yr. It should be noted that the quantity limitations apply to the annual total import and manufacture of a new chemical substance in Japan.

In addition to the total quantity, METI needs to confirm if the new substance is not “persistent” or “persistent but not highly accumulative”, and determine if the chemical’s risk to human health and the environment is acceptable.

Applicants are required to submit the following documents:

  1. Application form for manufacture and import of low volume new substances

  2. Judgment result of the new substance issued by competent authorities in accordance with Article 5(2) of CSCL

  3. Summary table of applied new chemical substances
