Recently, the competent authorities for enforcement of Japan’s Chemical Substances Control Law (CSCL) announced the new designations and cancellations of Priority Assessment Chemical Substances (PACS).

Manufacturers and importers should notify METI of the total quantity of any PACS (≥1 ton/year) in the preceding fiscal year, as well as other information required by METI’s ordinance. They should also carry out study on the hazardous properties of the chemical in question when requested by the competent authorities. When PACs are transferred between different business entities, the supplier is obliged to make the utmost efforts to inform the recipient that the concerned substances are PACs, etc.
