A total of 48 Chinese national standards, mostly in GB/T (nationwide recommended) type, regarding the determination and testing methods of chemicals, chemical hazard classification and packaging of dangerous goods are coming into force as of the first date of August this year. This group of national standards has been incorporated in an official announcement No 23 of 2011 issued by the Standardization Administration of the People’s Republic of China (SAC) on December 30 of 2011. In the SAC announce 23 of 2011, the agency together with China’s AQSIQ has published in total 625 national standards that are essential to various domestic chemical industries including polymers, plastic & rubber, coating, electronic, textiles and petroleum chemicals, etc.
Chemical industry obliged to complete the China New Chemical Substance Notification (China REACH) are advised to keep acquaintance knowledge about the GB/T standards marked in red in the following Table*. These standards address to different laboratory testing methods for the eco-toxicological data required mainly for China REACH regular notification. Some of these GB/T standards may not directly link to definite China REACH ecotox test data, but can affect the result of ecotox data waiving conditions in China REACH testing items, such as GB/T 27860-2011, the Koc estimation on soil and sewage sludge, which is actually conducted to obtain the physical-chemical data on itself.
Two important standards define strictly the mandatory ecotox testing methods under China REACH. They are GB/T 27861 fish acute toxicity test, GB/T 27850 ready biodegradability – general considerations. The two standards respectively adopt OECD guideline 203 and 301. This is the first time that China has made these testing method into written codes.
Still about GB/T 27860-2011, our China REACH team suggests that special attention shall be given to its aligned international standard – OECD No 121, because most MEP appointed labs qualified for China REACH ecotox test used to adopt OECD 106 for soil and sewage sludge Koc testing but now the China REACH experts evaluation committee is inclined to adopt OECD 121, so industry would need to bear in mind this alteration.
