MEE Consults on Modifying Ambient Air Quality Standards and 21 monitoring standard

MEE is now consulting on proposed modifications to air quality standards and pollution calculation methodologies (Pollutants items and limits will remain unchanged).

On Jul 13, MEE published a notice to consult on modifying the Ambient Air Quality Standards (GB3095-2012: 国家大气环境质量标准). Later on Jul 18, MEE consulted on modifying 21 related monitoring standards to support the change in Ambient Air Quality Standards. Both consultations will end on Jul 26. These latest draft changes follow on from the “Three-year Plan on Defending the Blue Sky”.

Main modifications in the Ambient Air Quality Standards include:

Reference state:298K(25℃),101.325kPa

Gaseous pollutants(1): Monitored according to the reference state

Particulate matter and its components(2): Monitored under actual ambient temperature and pressure

Requirements of sampling environment, sampling height and sampling frequency, etc., during ambient air quality monitoring shall be subject to HJ/T 193 or HJ/T194

Add:

During the particulate matter and its components monitoring, meteorological parameters such as temperature, pressure and humidity should be recorded simultaneously.

  1. Gaseous pollutants: SO2, NO2, CO, O3, Oxynitride

  2. Particulate matter and its components: PM (particle size<=10μm), PM(particle size<= 2.5μm), total suspended particle (TSP, particle size <= 100μm) and Pb, Benzo [a] pyrene.

The pollutant items and limits stay the same during modification.

21 monitoring standards are modified accordingly:

Calculate concentrations under respective monitoring state,

Cancel the termination of standard state and add the termination of reference state in 11 standards,

Other technical content stay unchanged.

Significance of modification

China’s current pollution monitoring system is different from the systems used by its international counterparts, most notably in the calculation methodologies adopted by China. The assessment and comparison of ambient air quality at a national level has lost accuracy and objectivity, necessitating the modification of the Ambient Air Quality Standards and related monitoring standards.

According to MEE report, to maintain the consistency and comparability of monitoring date, the historical data of the concentration of ambient air pollutants will also be retroactively assessed and edited based on the new reference standard.
