MEP Issues Figures of Simplified Notification of Later Half 2011

2997 new substances were granted certification of Simplified Notification under China REACH from July to December 2011

China’s Ministry of Environmental Protection (MEP) has issued this morning the latest figures of China new substance simplified notification in the later half year 2011. The MEP record shows 2997 registration certificates for simplified notification have been issued from July to December 2011, which has made a total of 4567 simplified notifications all the year round in 2011 (1570 SNs issued from January to June 2011).

According to China’s highest legislation on the control of new chemical substance, the MEP Order No 7 which has come effect on 15 October 2010, manufacturers or importers are obliged to register their new chemical substances that are not listed on IECSC with the Chemical Registration Centre of MEP (CRC-MEP) before their products are placed on the Chinese market.

In China, the Simplified Notification can be submitted in two manners, General Case or Special Case. In a General Case, the registered new substance is manufactured/imported in quantities less than 1 tonne per annum (“General case”). For the Special Case, SN type is further divided into six sub categories.

• 1) intermediates (and manufactured/imported in quantities < 1 tonne per annum) (“Intermediate”);

• 2) for the sole purpose of exporting from China, in quantities < 1 tonne per annum (“For export”);

• 3) for the purpose of scientific research and development, in quantities of 0.1-1 tonne (not included) per annum (“SR&D”);

• 4) polymers with low monomer concentration (<2 % w/w) (“P(M<2%)”);

• 5) polymers of low concern (“LCPs”);

• 6) for the purpose of product research or process technology,<10 tonnes per annum and over a 2-year period (“PROPT”).

The MEP record displays information about the substance Chinese name, the notifying company (name) and the specific type of SN. Figures and percentage of each SN type are elaborated in the following diagram:
