MEP Publishes China NCSN Statistics in the Late Half 2012

China MEP published the statistics of the China NCSN between July and December 2012 on Jan 30. During the late half 2012, 30 regular notifications of new chemical substances have been approved, four out of which are joint notifications. Among the 30 notified substances, 15 are notified as hazardous new chemical substances of priority environmental concern, 10 as hazardous new chemical substances and 5 as general new chemical substances. Besides, China MEP has approved 484 scientific research record notifications and 1,928 simplified notifications in the late half 2012. 

MEP records show that by 2012, 43 new chemical substances have been granted certification of regular notification under China NCSN. Recently, the 5th and 6th batch of 14 new chemical substances notified through regular notification have been released for public consultation and would be approved soon. The information published specifies the Chinese chemical name, the notifying company name, the notification type and the environmental management category for reference.

As for the Simplified Notification, in total 7,969 simplified notifications have been approved from 2011 till 2012. Apart from the general case, most new chemical substances are notified under the special case, which is further divided into six sub-categories:
1) Intermediates manufactured/imported < 1 tonne per annum) (“Intermediate”);
2) Only for the purpose of exporting from China, in quantities < 1 tonne per annum (“Manufacture for Export Only”);
3) Classified as the polymers of low concern (“Polymers of Low Concern”);
4) Polymers with low new chemical substance concentration of monomer which are (<2 % w/w) (“New Chemical Substance Monomer<2%”);
5) For the purpose of scientific research and development, in quantities of 0.1-1 tonne (not included) per annum (“Scientific Research”);
6) For the purpose of product research or process technology,<10 tonnes per annum (“PPORD”, the certificate will only be valid for 2 years).
