MEP Updates the Inventory of Existing Chemical Substances in China

On Jan 30th 2013, China MEP issued the 2013 version of the Inventory of Existing Chemical Substances in China (IECSC 2013) in PDF. The IECSC 2013 contains 45,612 substances, among which 42,342 substances are released with detailed information, covering the CAS No. or serial number (for those without CAS No.), English and Chinese name, alias name and structural formula. The remaining 3,270 substances are claimed confidential with only the Chinese and English generic name and serial number listed. In comparison, the IECSC 2010 consists of 45,602 substances with 3,166 substances as confidential.

Apart from the substances supplemented before the issue of the MEP Notice 1366 of 2011: Notice on Ceasing the IECSC Supplementation, some new chemical substances notified under the MEP Order 17 are included into the inventory, claimed by the CRC-MEP. The procedure for adding the new chemical substances notified under the MEP Order 17 into the IECSC has been formulated, which is expected to be published soon after the Chinese Spring Festival. Since then, certificate holders can apply for the inclusion of their notified new chemical substances into the inventory accordingly.

As for the IECSC 2013 Software, the web-based version will be available on the CRC-MEP website  next Tuesday or Wednesday, confirmed by the IT department of the CRC-MEP. The standalone version will be released at the same time and allows the companies having purchased the IECSC 2010 to obtain the updated version free of charge.

Although the IECSC 2013 has been released for public reference, some confidential parts of the inventory are still not accessible. Thus the formal inquiry application for a comprehensive inquiry to the CRC-MEP is still recommended at a charge of 600 RMB per substance.
