New Supporting Document for China REACH Issued

China MEP publishes the Measures on the Management of Good Laboratory Practice for Chemical Testing

A new supporting document that concerns the management of qualified lab subject to China’s new chemical substance notification (MEP Order No 7) and Regulations on the Control over Safety of Hazardous Chemicals (Decree No 591) has just been published on the Chinese MEP website on 16 January.

The ruling named Measures on the Management of Good Laboratory Practice for Chemical Testing is about to come into force from 1 April 2012 and provides standard lab application and management for labs qualified to undertake testing services for new substances notification and classification & labelling of hazardous chemicals.

According to the measures, testing personnel hired in a qualified lab must be capable to conduct tests in line with HJ/T 153 (The guidance for the testing of chemicals) and the applied lab should be operated under the GLP system for over one year. China MEP’s supervision and inspection of the qualified lab varies based on different data requirements following different tonnage bands notified for the MEP Order No 7.

Besides the newly issued measures, there are four other supporting documents under China MEP Order No 7 concerning testing institutes, which have been under revision.

Five supporting documents concerning evaluation committee’s work are published as opinion-soliciting drafts or interim provisions. This includes the Guidelines for Risk Assessment of Chemicals and the Guidelines for Hazard Identification of New Chemical Substances.

Another two documents concerning new substance identification are respectively Inventory of Existing Chemical Substances in China (IECSC) and Technical Requirement on the Marking information of New Chemical Substance Notification
