Philippines Revises Rules on Household Hazardous Substances Licensing

The Philippines Food and Drug Administration released the FDA Circular No. 2013-009 “Revised Guidelines in Licensing Household Hazardous Substances (HHS) Establishments” on 6 Mar 2013.

The Circular, which is reference to the provisions of R.A. 9711 and its relevant regulations, Presidential Decree 881 and Administrative Order 303. 1976, requires the manufacturers, traders and distributors of the HHS to be fully licensed and capable of complying with the existing rules and regulations issued by the FDA.

The concerned entities of the HHS should renew or revise their License to Operate (LTO) to elaborate any changes occurring in handling the HHS. The renewal of the LTO will cost PhP 500.00+1% LRF and the application should be lodged at least 3 months prior to the expiration date.

The Circular will be effective from 15 Mar 2013.
