SAWS to Inspect the Implementation of National Occupational Disease Control Plan

In May 2009, the State Council issued the National Prevention and Control Plan for Occupational Diseases (2009-2015) to establish standards and an administrative system to reduce the occurrence of occupational diseases and protect the safety and health of the labor force. On June 5th 2015, the State Administration of Work Safety (SAWS) announced that there would be a thorough inspection on the implementation of the plan from June to August.

The inspection will focus on governments above town level, competent authorities as well as all kinds of employers and organizations. The inspection on governments and authorities is designed to ascertain the following information:

  • Whether the prevention and control of occupational diseases have been included into the local social and economic development plan

  • The formulation and implementation scheme to be used for the local prevention and control of occupational diseases

  • Whether there is a system to coordinate efforts between local authorities to prevent and control occupational diseases

  • The funding needed to ensure prevention and control of occupational diseases

  • Whether there is a local monitoring and inspection system to analyze and survey the occurrence of occupational diseases

  • Whether the targets in the 2009 Plan have been accomplished

  • The prevention and control measures used in industries with high occupational hazard risks, such as dust and toxic substances

  • The qualifications of technical institutes involved in occupational safety and health

  • Social security and medical care for patients with occupational diseases

The inspection on the employers includes:

  • The responsibilities of the employers themselves, such as the occupational safety and health management system, the early prevention system, the preventative facilities and measures in place, the occupational health record and so on

  • The responsibilities of employers on the employees, such as the work-related injury insurance, the medical care of the patients and so on

The inspection will be conducted by following three methods:

  1. Review on local documents and records of the prevention and control of occupational diseases

  2. Radom on-site inspection

  3. The authorities and employers should submit a report of the local prevention work and the report will be reviewed by SAWS
