Shanghai Implements Local Measures on Transport Control of Hazardous Waste

Yesterday, the Shanghai Environmental Protection Bureau (SEPB) and Transportation & Port Authority issued a local law that the entities engaged in transportation of hazardous waste will be put on record by the authorities and their relevant transportation activities are subject to the bylaw.

The “Several rules on pollution control of hazardous waste transportation” stipulated that only specified types of vehicles are qualified in the transportation and the vehicles shall be marked on flags in accordance with the national standard GB 13392 and GB 19218. The transportation companies must fill their environmental profiles to their local authorities for registration applications before commencing the transportation. The employees from the companies such as drivers, supercargo and dispatchers need to pass the qualification test organized by environmental authorities periodically. And their disposals of effluent are under control of the national standard GB 8978 as well.

This regulation will take effect from July 1st 2012 to December 20th 2013. Shanghai is an important entrepot of hazardous goods and chemicals, since China strengthened supervision on hazardous goods, incidence of illegal import and transport of the goods has soared in Shanghai and the city is to enforce the control of the transport section of hazardous chemicals and waste.
