Shanghai Specifies VOCs Emission Calculation for 5 Industries

Shanghai is implementing more specific and accurate standards for the calculation of VOCs emission in its jurisdiction.

On Feb 3rd 2017, Shanghai Environmental Protection Bureau published 5 local standards that stipulate the methods for calculation of VOCs emission of 5 industries, namely petroleum chemical industry, printing industry, coating and ink industry, automobile industry and shipbuilding industry. Following these standards, Shanghai Environmental Protection Bureau issued the general emission calculation standard for other industries on Feb 24th, completing the coverage of scientific and standardized calculation methods over all VOCs emission industries.

Compared with previous ones, these latest standards are more specifically and scientifically designed and adopt some of the calculation methods from Technical Report Series Volume 2: Point Sources - Chapter 16 Methods for Estimating Air Emissions from Chemical Manufacturing Facilities of the Emission Inventory Improvement Program (EIIP) by the Environmental Protection Agency (EPA) of the United States. Some newly introduced features include:

  • In order to make the calculation more accurate, the standards distinguish the different types of use and process of organic solvents and designate different calculation method for each type. 

  • To include as much emission amount as possible into calculation, the standards define “unorganized emissions” which exists in the transport and storage of the chemicals, leaking equipment, etc.

  • The VOC emission from the transport, storage and treatment of waste water is taken into account.

  • The VOC emission in improper production condition is also taken into account, including the maintenance, repair and shut down of the production facilities.

Shanghai has always been the pioneer in the reform of chemical management regulations. It developed the most advanced hazardous chemical substances management system which is the model for other Chinese cities. It was among the first cities and provinces that implemented local charging standards on VOCs emission. Now Shanghai has published the most modern and accurate calculation methods for VOCs emission. It is expected that these standard will lead to reform and improvement of standards in other regions and even national standards.
