South Korea Outlines Supporting Regulations to K-BPR

The Act on Safety Management of Household Chemical Products and Biocidal Products (K-BPR) was passed by the plenary session of the National Assembly on 28th of Feb and finally promulgated by the president on 20 March as Law No. 15511. The new law will enter into force on 1 Jan 2019.

On May 30th, 2018, South Korea Ministry of Environment (MOE) issued a legislation forecast of some implementation decrees for the Act, including:

  1. The constitution and operation of the committee;

  2. The management measures and procedures of household chemical products

  3. The application approval and evaluation procedure of the biocidal substances

  4. The application extension of existing biocidal products

  5. The application approval and evaluation procedure of the biocidal products

  6. The management of registered household chemical products and biocidal products

  7. The determination and levy of the fines

  8. The designation standard and procedure of the test facilities.

The legislation plan of a series of the implementation rules for the Act is also forecasted:

  1. The standard and procedure of the hazard evaluation

  2. The management procedures of the household chemical products

  3. The application approval and evaluation procedure of the biocidal substances

  4. The standards of the container, package, manufacture and storage of the biocidal products

  5. The application and evaluation procedure of the biocidal products

  6. The signs of biocidal products and relative products

  7. The information transparency of the biocidal substances and products

  8. The restriction of the signs and advertisements.
