South Korea Outlines Supporting Regulations to K-REACH

The revised Act on Registration and Evaluation of Chemical Substances (K-REACH) was promulgated as Law No.15844 on Oct 16th, 2018 (CL news). The new requirements will come into force on Jan 1st, 2019.

To facilitate the smooth implementation of the revised K-REACH, South Korea's National Institute of Environmental Research (NIER) issued a notice consolidating relevant supporting documentation of K-REACH, including

  • Objects and Methods of the Risk Assessment (NIER Announcement No.2017-55, Dec 29th, 2017)

  • Guidelines for the Testing Methods of Chemicals (NIER Announcement No.2018-12, Apr 9th, 2018)

  • Designation of Toxic Chemical Substances (NIER Announcement No.2018-28, Oct 12th, 2018)

However, the most important K-REACH subordinate statutes, namely the Presidential Decree (also known as the Enforcement Decree) and the Ministerial Decree (also known as the Enforcement Rules) which elucidate the registration and evaluation details are still undergoing public consultation which will end on 26 Nov 2018 (CL news). As planned they will be finalized in December.

Below are some latest updates reported by ChemLinked, involving low hazard exemption, phased-in chemical registration, notification of products containing priority substances. The consultation already ended on Nov 1st, 2018.
