Taiwan Issues Frequently Asked Questions for Chemical Importation Management

Taiwan issued FAQ for chemical commodity importation pre-confirmation (CCIP). Pre-confirmation of chemical substances before importation is not mandatory at present.

Taiwan issued on 27 Apr 2016 the FAQ document containing 16 frequently-asked questions collected from stakeholders for chemical importation management, namely the chemical commodity importation pre-confirmation (CCIP) mechanism. The English version is now available for your reference. In case of discrepancies in interpretation, the Traditional Chinese version shall prevail.

The pre-confirmation mechanism of chemical commodities on the IT platform of Chemical Commodity Importation Pre-Confirmation prior to importation was introduced in April of this year. Stakeholders are encouraged to declare and confirm on this platform if their imported commodities contain any chemical substances subject to new and existing chemical registration. For issues regarding CCIP applicable scope, user eligibility, time limit, process , data requirements as well as post-market inspection, please refer to ChemLinked expert article “Taiwan Chemical Commodity Importation Pre-Confirmation — Self-Declaration Border Control System Introduced”.

The pre-confirmation is currently voluntary. Follow-up enforcement, i.e. post-market inspection or surveillance will be performed to ensure the imported commodities fully comply with Taiwan’s registration requirements. Taiwan EPA may in the future assess the feasibility of collaboration with the Customs Administration under the Ministry of Finance to make it a mandatory requirement for custom clearance.
