Taiwan's Executive Yuan Passed the Amended Toxic Chemical Substances Control Act

Taiwan’s Executive Yuan approved the bill for revision of the Toxic Chemical Substance Control Act on 9 November. The revised Act is renamed the Toxic and Chemical Substances of Concern Control Act (download), which entails a broader control over chemicals. The next step is to submit it to the Legislative Yuan for approval before its last session this year. 

Approval of the amendments by Legislative Yuan will mean stricter requirements will be imposed on the handling of chemical substances of concern. In addition, emergency response capabilities will be strengthened and whistleblower mechanisms for witness protection and public prosecution, etc. will be established to encourage the public aid in uncovering breaches of relevant laws.

The draft proposal has been listed by the Executive Yuan as a priority to be reviewed by the Legislative Yuan in its current session. Taiwan will accelerate the legislative process and establish sound management on toxic chemicals and the newly added category named as “chemical substances of concern”.
