India REACH: Still in Draft Stage and Take Years Before Finalization

Currently the biggest challenge faced is that the fifth draft combines everything into one regulation which is quite complex, while at the same time, key part like GHS is missing except for a simple reference to UN GHS Rev.8. In addition, the complex configuration in administrative structure and the associated administrative fee obviously require improvement to facilitate practical implementation.

Japan Issues Recommended GHS Classifications for 170 Substances

On June 29, 2023, NITE announced the recommended GHS classifications for 170 chemical substances, of which 47 substances were newly classified and 123 were re-classified. The classifications were made in 2022 based on the JIS Z 7252-2019 standard that adopts UN GHS Rev.6.

Japan Seeks Public Feedback on Re-categorization of Substances Subject to SDS and Labelling Requirements

The Japanese Ministry of Health, Labour and Welfare (MHLW) has opened a public consultation period until July 20, 2023, seeking opinions on the revision of the Enforcement Order of the Industrial Safety and Health Law (ISHL). The purpose of the revision is to re-categorize substances that are subject to mandatory SDS and labelling requirements. It is expected to be finalized in early August 2023.

Taiwan to Draft New Act to Boost Recycling

Taiwan’s Environmental Protection Administration (EPA) is set to propose a new amendment this year that will consolidate the existing Waste Disposal Act and the Resource Recycling Act into a single "Resources Recycling Promotion Act". This will encourage waste reduction at the source and promote green design and boost recycling in Taiwan.
