China Revises Provisions on the Administration of the Road Transport of Dangerous Goods

On December 24, 2019, the Chinese Ministry of Transport (MOT) published a notice [1], announcing revisions to 13 ministerial orders and documents. One of them is the Provisions on the Administration of the Road Transport of Dangerous Goods [2], which was initially issued in 2013 and revised once in 2016.

Road Transport of Dangerous Goods Packed in EQ

In the Measures for Safety Administration of Road Transport of Dangerous Goods (ChemLinked Translation), the authorities state that dangerous goods packed in excepted quantities (EQ) in line with relevant requirements (the number of packages on a transport vehicle ≤ 1,000) “can be transported as general goods." The new rule is certainly encouraging for businesses in the dangerous goods industry. Taiwan Publishes Revised Principles for Screening and Identification of Toxic Substances and Substances of Concern

On December 23rd, 2019, Taiwan EPA announced the amendments of the Principles for Screening and Identification of Toxic Chemical Substances. The Principles were updated according to the new Toxic and Concerned Chemical Substances Control Act (TCCSCA) and will help to assess whether a substance should be identified as a toxic substance or a substance of concern.

Japan MHLW Proposes Addition of Six Poisonous or Deleterious Chemical Substances

Australia Finalizes General Rules and Transitional Rules for AICIS

To inform and facilitate the upcoming implementation of its new chemical regulatory framework, namely Australian Industrial Chemicals Introduction Scheme (AICIS), the Australian government has been fleshing out relevant supporting rules and legislations. In early December, 2019, it issued a notice, announcing that the Industrial Chemicals (General) Rules [1] and the Transitional Rules [2] have been finalized, and the final draft of the Industrial Chemicals Categorization Guidelines [3] is available as well.

China Requires Annual Reporting of China New Chemical Substances before Feb 1st, 2020

On Dec 9th, 2019, China’s Solid Waste and Chemicals Management Center (SCC under the Ministry of Ecology and Environment) issued a notice[1] reminding simplified and regular notification certificate holders to submit annual reports for their production and import activities of new chemical substances in 2019. The online submission system[2] will open on Jan 1st, 2020 and the submission will be due by Feb 1st, 2020.

China Announces Approval of 11 New Food Additives and 17 New FCM Additives
