Global Chemical Regulation Highlights | November 2023

In November of 2023, China released a notice to strengthen standardized environmental management on hazardous wastes. South Korea designated 55 new toxic chemical substances and updated the GHS Classification List. Japan opened a public consultation to designate NPE as Class II Specified Chemical Substance under the CSCL. Thailand DIW proposed to list 147 PFHxS related substances as Type 3 hazardous substances. New Zealand called for submissions regarding proposed changes to a series of group standards to reduce the maximum allowable levels of lead in paint.

Taiwan to Consolidate Duplicate Registration Applications of Same Substances

Taiwan issued a notice requiring the same registrant to combine multiple applications for the same chemical substance into one, to prevent the evasion of higher quantity registration requirements through batch-wise submissions.

At the 15th Chemical Regulatory Annual Conference (CRAC) held by REACH24H on November 17, 2023, Mr. Chen Jinhe from the National Registration Center for Chemicals (NRCC) of the MEM and Mr. Yu Xin from Shanghai Emergency Management Affairs and Chemical Registration Center introduced the regulatory status of Hazchem registration in China, with a focus on further indicating the Hazchem registration requirements.

Brazil REACH Makes Headway in Legislative Action

Recently, Brazil's emerging national chemical law has cleared the Chamber of Deputies and the final signed version was officially sent to Federal Senate for consideration. The Bill (PL 6120/2019), which resembles a simplified version of EU REACH, is now assigned to three separate Committees in the Senate for successive procedures.
