Update on April 1: MIIT initiated the second round consultation [1] on the revised List on March 20, which will last for a month. Compared with the previous draft, only slight amendments were made to the definition and description of the newly added 4 kinds of chemicals. For the approved Chemical Weapons Convention will take effect for all state parties from June 7, 2020, it is definite that the revision to the List will be finalized and implemented before June 7.

Last November, the Twenty-Fourth Conference of the States Parties was held by the Organization for the Prohibition of Chemical Weapons in Hague, Netherlands. The proposal to list several more categories of chemicals in the Annex on Chemicals of Chemical Weapons Convention was approved during the conference.
Based on the amendment of the Convention, China Ministry of Industry and Information Technology issued a Notice [2] on January 9, 2020, to publish the revised List of Monitored Chemicals and seek feedback from the public. Consistent with changes to the Convention, in this revision of the List, four categories of chemical substances have been added to Schedule 1 “Chemicals that can be used as chemical weapons”. The consultation will conclude on February 10, 2020.
According to the Implementation Rules of Regulations on Administration of Monitored Chemicals, which was published in 2018, the production of chemicals in Schedule 1 for research, medical, pharmaceutical or protective purposes shall be submitted to MIIT for approval. In the draft revision, the name and CAS number of 8 substances were detailed to represent the four categories of chemicals which include thousands of chemicals.
