First batch of exporting hazardous chemicals passed the new Customs Clearance since the enactment of State Council Decree 591
News from China AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine) today, a shipment of $20,000 worth of naphthalene flakes heading for Algeria has just passed the entry-exit inspection of the local CIQ (Commodity Inspection and Quarantine) authority at the Fenghua city of Ningbo, Zhejiang Province. This has been the first inspection and quarantine check targeting hazardous chemicals since the release of State Council Decree 591 on safety control management of China’s hazardous chemicals.
This March 2012, China AQSIQ has reiterated the government compulsory requirements on inspection of certain entry-exit hazardous chemical products and their packaging. The AQSIQ order 30-2012 has made clear that “imported and exported hazardous chemicals that have been listed in the Catalogue of Hazardous Chemicals (Chinese C&L Inventory) are subject to the inspection and quarantine by CIQ authorities of China” (See REACH24H news on 14 March).
The consignee or representative agent of hazardous chemicals imported to China shall perform the customs declaration and inform the local CIQ agency of his products by the name prescribed in the Catalogue of Hazardous Chemicals, together with the specified documents for Customs Clearance such as the Declaration of Conformity for importers/exporters, information on the name and quantity of inhibitors and stabilizers contained in the imported products, and most importantly, samples of Chinese Precautionary labels (also known as China GHS labels) and Chinese Safety Data Sheets (also known as China GHS SDSs) except for bulk products. At present, China AQSIQ and the General Administration of Customs have jointly published a list of commodities subject to this year’s Entry-Exit inspection, namely, the 2012 Catalog of Entry-Exit Commodities, which added 160 chemicals from the Catalogue of Hazardous Chemicals.
