On 28 December 2017, China's MEP introduced two trial documents to specify calculations of pollutant emission amount: “Calculation Methods of Pollutant Emission Index and Material Balances for 17 Industries within the Pollutant Emission Permit System (trial)” and “Calculation Methods of Pollutant Emission Index and Material Balances for Industries outside the Pollutant Emission Permit System (trial)”.
The first document applies to 17 industries which are within the scope of pollutant emission system including thermal power, paper making industry, Iron and steel industry, pharmaceutical industry, etc. The second covers another 66 industries that are not currently covered by the pollutant emission system, including the mining industry, frozen food production, and salt production and processing, etc.
Since China's MEP has passed the implementation of Measures for Pollutants Emission Management (trail) on 6 November 2017. It has also released technical specifications on application and issuance of pollutant emission permit to further assist the implementation. A great range of industries are involved, such as the electroplating industry, petrochemical industry, cement industry, iron and steel industry, pesticide industry, coking chemical industry, etc.
