On Aug 10th 2017, Chinese Ministry of Environmental Protection (MEP), Ministry of Commerce (MOC), National Development and Reform Commission (NDRC), General Administration of Customs and General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) jointly published a notification, which made some revisions to the Management Catalogue of Imported Solid Wastes based on the Law on the Prevention and Control of Environmental Pollution by Solid Wastes, Basel Convention (controlling trans boundary movements of hazardous wastes and their disposal), Management Measures on the Imported Solid Wastes and other regulations.
Four types and 24 categories of solid wastes are moved from the Catalogue of Restricted Imported Solid Wastes Used as Raw Materials to the Catalogue of Banned Imported Solid Wastes, which are:
Waste plastics from livelihood sources (8 categories);
Waste paper that haven’t been sorted (1 category);
Waste textile raw materials (11 categories);
Vanadium slags (4 categories).
The Management Catalogue of Imported Solid Wastes consists of 3 sub-catalogues, which are the Catalogue of Banned Imported Solid Wastes, the Catalogue of Restricted Imported Solid Wastes Used as Raw Materials and the Catalogue of Non-restricted Imported Solid Wastes Used as Raw Materials. After the revision, the Catalogue of Banned Imported Solid Wastes contains 14 types and 125 categories of solid wastes; the Catalogue of Restricted Imported Solid Wastes Used as Raw Materials contains 5 types and 32 categories of solid wastes; and the Catalogue of Non-restricted Imported Solid Wastes Used as Raw Materials only contains 2 types and 18 categories of solid wastes.The 2017 version of the Catalogue will take effect from Dec 31st 2017.
