SAWS Updates Application Documents for HC Permit

China SAWS updates 10 application documents related to the Hazardous Chemicals Safe Production Permit (hereinafter as HC SF Permit) for China’s HC manufacturers and producers

5 April 2012, the Chinese State Administration of Work Safety (SAWS) published ten updated application documents related to the Hazardous Chemicals Safe Production Permit (hereinafter as HC SP Permit) for China’s HC manufacturers and producers. This update has been made following an agency consultation performed in December last year when SAWS invited local authorities of work safety at each province level to give commentary on a series of nine application documents concerning the Permit (see news on 26/12/2011). The documentation shall apply from 10 April onward, according to the notice.

Based on the result of the discussion, the updated application documentation has now made some minor adjustment and supplementation to the December version. For instance, the updated rejection notice of processing a HC SP Permit application has been supplemented with information about administrative appeals in case the applicant have doubts about the agency’s rejection. Also importantly, one on-site inspection informing letter for HC Permit applicants is added to the original nine types of documentation. Specific on-site inspection items will be indicated in the letter under the requirements of Rules of Safe Production Permit (State Council Decree 397), Regulations on Control over Safety of Hazardous Chemicals (State Council Decree 591) and the Measures on Management of Safe Production Permit for Hazardous Chemicals Companies (SAWS Order 41).
