Taiwan Updates the ECSI

The Taiwan National Chemical Substances Register Office (NCSR Office) has reviewed all the submitted dossiers and completed the update of the draft existing chemical substances inventory (ECSI). Updated on 22 Dec 2012, the inventory is now available on the CSNN website (http://csnn.cla.gov.tw/content/Substance_home.aspx).

The Council of Labor affairs, Executive Yuan (CLA), announced in April 2012 the Direction for Supplementary Existing Chemical Substance Nomination (SECN) to update the ECSI. From the SECN period 1 Jun to 31 Aug 2012, the chemical substance imported to or manufactured, handled, used, or sold in Taiwan between  1 Jan 1993 and 31 Dec 2011, while have not been listed in the ECSI(draft) can have a chance to be included into the ECSI.

Through the ECN (Existing Chemical Substance Nomination) and the SECN, over 370,000 dossiers covering approximately 79,000 substances have been submitted by more than 5,500 companies. The ECSI includes well-defined substances, polymer and UVCB substances (Unknown or variable composition, complex reaction products, biological materials other than a whole animal or a whole plant), etc. Over 70% of the nominated existing chemical substances are well-defined, and up to 40% are handled in quantities over 1 tonne per year. 19,000 existing chemical substances have been identified to have GHS hazards. Additionally, less than 1% of the substances are under data protection.
